There hasn't really been a lot of information regarding how Fleets will operate or what they will be able to do beyond being a channel for people to talk and a name below their name.
Craig Zinc did mention something for the Klingon side of things which was directed at PvPers but I think will have to do with Fleets which will most likely be called "Houses" on that side. Internal Faction PvP is a brilliant idea and a good activity for Fleets to take part in.
What does that leave for our Federation friends?
They might end up getting a war game simulator like in that episode of TNG. I do hope that there will be some kind of fleet wide activity that can be done besides taking on Borg fleets or PvP. Eventually when Starbases can be built by Fleet's I'd like to see it be a quest to gain one instead of just buying it.
